MTA General Engineering Consultant (GEC) for Capital Program Stations Work

TCT is providing cost estimating and construction scheduling services in support of MTA Contract D81458 – GEC Services for Capital Program Stations Work. Scope includes Packages 6 through 11 and the Renewal Stations, covering seven packages and 25 stations categorized under ADA Accessibility and Components. TCT has supported the program across key milestones, including Task 1: Scope Selection, Task 2: Project Definition, Task 3: Bridging Documents, and Task 4: Procurement Support. For Task 1, TCT developed a rough order of magnitude cost estimate and schedule incorporating constructability and phasing. For Task 3, we prepared preliminary estimates and schedules at the Interim, Prefinal, and Final Design stages. Under Task 4, TCT provided addendum support, revised estimates based on scope changes, and developed the price schedule for bid negotiations.

TCT also participated in constructability workshops and integrated phasing strategies into all estimating and scheduling deliverables. Additionally, we supported qualitative and quantitative risk assessment workshops at various design milestones. All estimates conform to MTA C&D Cost Estimate – Scope, Guidelines, and Supplements (Part III).

As part of MTA’s Design-Build efforts, TCT is also supporting contract development through project controls and scheduling services—streamlining activities, coordinating tasks across projects, and tracking program milestones using innovative approaches that maintain safety and quality.
