New York Penn Station Modernization Programs

TCT served as a key member of the design engineering team for the Penn Station Reconstruction Program, supporting the advancement of the preferred alternative identified in the completed Penn Station Master Plan Study. TCT provided comprehensive cost estimating and scheduling services, as well as support for constructability reviews.

Beyond delivering phased cost estimates throughout the design process through construction documents, TCT acted as an integral partner in design development. Our team participated in weekly design meetings, coordinated closely with discipline leads to ensure that cost and schedule deliverables accurately reflected design intent, and presented cost and schedule reports to project executives to support critical, budget-driven design decisions.
TCT’s hands-on consulting experience includes:

• A detailed understanding of the phasing complexities and existing conditions at Penn Station, including structural, mechanical, electrical, and low-voltage systems
• Extensive familiarity with FRA Estimating Guidelines and Amtrak standards
• Proven experience coordinating with agencies such as NJ Transit and Amtrak, informed by prior work on the NJ Transit Concourse at New York Penn Station and the Amtrak Penn Station Crew Base Renovation
• Broad expertise in transit projects and large-scale renovation programs
